Signing Ceremony of the Memorandum of Understanding on Digital Education Cooperation Between EBC and KAPE

Phnom Penh: On June 6, 2025, Educational Broadcasting Cambodia (EBC) hosted a significant signing ceremony for a Memorandum of Understanding (MoU) with Kampuchea Action to Promote Education (KAPE), presided over by the high presidency of H.E. Sok Puthyvuth, Secretary of State of the Ministry of Post and Telecommunications and Chairman of the Project Management Committee on the Establishment and Operation of Education Nurseries Using Information and Media Technology. This signing ceremony marked a pivotal step toward advancing digital education in Cambodia, addressing the growing need for technology integration in the education sector. The ceremony occurred amidst the rapid advancement of technology and the pressing demand to equip students and teachers with digital skills. EBC, a leading organization in providing digital education solutions, and KAPE, dedicated to enhancing the quality of education in Cambodia, joined forces to establish a comprehensive collaboration program.
The primary objective of this MoU is to promote the development of digital education in Cambodia by integrating advanced technology into the curriculum. The agreement aims to provide students and teachers with digital skills, enhance engagement through online platforms, and bridge the digital divide between urban and rural areas by delivering digital education infrastructure to underserved communities.
The collaboration encompasses several key activities, including: 1- Development of Online Learning Platforms: EBC will provide technology and expertise to create online learning platforms, enabling students to access lessons from anywhere. 2- Teacher Training Programs: Teachers will receive training on using technology in education to improve teaching quality. 3- Provision of Digital Tools: Computers, Tablets, and Internet access will be provided to schools in remote areas. 4- Development of Educational Content: Digital educational content aligned with the national curriculum will be created.
“We are united in our commitment to enhancing educational standards and promoting digital skills across Cambodia. This collaboration aims to advance lifelong learning, skill development, and the sharing of essential knowledge to strengthen the understanding of Cambodian citizens of all ages and backgrounds. Our partnership with KAPE today clearly demonstrates our dedication to expanding learning opportunities and our commitment to the transformative power of digital education, enabling students, teachers, and communities to access diverse and comprehensive educational content. We are building a foundation for sustainable social and economic prosperity in Cambodia,” stated Ms. Cheng Sreytom, Director of Administrator of EBC.
The collaboration aims to expand access to digital education across Cambodia. The action plan includes: 1- Phase 1 (2025-2026): Develop online platforms and train 1,500 teachers. 2- Phase 2 (2027-2028): Expand digital tool provision to 500 rural schools. 3- Phase 3 (2029-2030): Evaluate impact and develop new digital educational content.
“This MoU is a crucial step toward bringing digital education to students across Cambodia. We believe that through our partnership with EBC, we can equip students and teachers with 21st-century skills to compete on a global stage. Digital education not only enhances learning quality but also helps reduce the educational gap between urban and rural areas,” said Mr. Sao Vanna, Executive Director of Kampuchea Action to Promote Education (KAPE).
“The signing of this MoU reflects the Royal Government of Cambodia’s commitment to advancing digital education. Our goal is to create a robust digital education platform that empowers Cambodian youth with essential skills for the digital economy. The collaboration with EBC and KAPE will accelerate the realization of this vision,” addressed H.E. Sok Puthyvuth, Secretary of State, Ministry of Post and Telecommunications.
The vision of this collaboration is to establish a strong and inclusive digital education system in Cambodia. By 2030, EBC and KAPE aim to benefit over 500,000 students through digital education programs, with more than 1,000 schools equipped with digital infrastructure. This partnership will lay the foundation for Cambodia’s digital economy, empowering youth to become leaders in the technology sector.
There was a distinguished participation of Excellencies, Lok Chumteavs, Ladies and Gentlemen, leaders, officials, and staff from the Ministry of Post and Telecommunications, Kampuchea Action to Promote Education (KAPE), Educational Broadcasting Cambodia (EBC), Metfone, Phnom Penh Teacher Education College (PTEC), and teachers from Hun Sen Serey Pheap High School.
