We are looking for the National IT Specialist Consultancy
1. Background:
KAPE is a local NGO providing educational services in both formal and nonformal educational sectors in remote, rural and generally underserved areas of eastern Cambodia. In June 2024, KAPE signed a contract with UNICEF to provide technical assistance to the MoEYS in expanding LLSE programming after the completion of an earlier phase of programming (Phase 1) that was also implemented by KAPE in which the agency developed a number of position papers, assessments, manuals, and soft skill tests.
During Phase 1, KAPE also initiated collaboration with the Department of Digital Transformation (DDT), formerly known as the Department of Information Technology (DIT), to upload educational resource materials onto the MoEYS Sala.org website. With the inauguration of Phase 2, UNICEF has outlined a new set of objectives that encompass the completion of ten deliverables, one of which include to enhance the accessibility of resource materials via the MoEYS Sala website, managed by DDT.
2. Current Needs:
As KAPE begins implementation of Phase 2 of the LLSE Project, it seeks the support of one (1) IT expert who can support the MoEYS to improve the accessibility of schools to the Resource Materials uploaded I the MoEYS Sala.org website, in close collaboration with the Department of Digital Transformation
3.Timeframe:
The IT expert is expected to be completed between March 2025-May 2026 for a total amount of $4,500 including Tax also.
4. Contract Restrictions:
KAPE is unable to recruit individuals paid by the government for this assignment, unless they are able to prove they have postponed their service for the service period, due to donor compliance regulations.
Should an institution apply for this contract they will be required to supply registration documentation and to adhere to local government requirements, including the payment of salary tax.

5. Location:
The IT expert is expected to be based in Phnom Penh, ideally within the DDT office. Specific arrangements will be coordinated in collaboration with the Department of Digital Technology (DDT) and KAPE. but the consultant should be prepared to attend at least 4 face-to-face meetings in Phnom Penh, at their own cost.
6.Expected Deliverables:
- Enhancement of Resource Material Organization: Improve the organization of the Local Life Skills materials currently available on the MoEYS website, thereby enhancing accessibility and identification for schools.
7. Deliverables:
The IT expert is expected to undertake the following tasks:
- Prioritization of Material Organization: Collaborate with the Project Manager and DDT to define priorities for enhancing and correcting the organization of educational materials.
- Implementation of Enhancement Interventions: Work closely with DDT to execute the agreed-upon enhancements. The improvement actions should aim to:
- Ensure that materials are searchable and organized by primary topic groups. In specific, adhere to the Reference Book proposed material organization, under social and livelihood relevant topics.
- With social relevant topics, organize by the 5 main global topics identified (Climate Change, Gender Equality, Sexual and Reproductive Health, Mental Health, Digital education) and “Other social relevant topics”.
- Guarantee that all keywords are accurately organized and translated into the Khmer language.
- Include a filtering mechanism to categorize resources based on school grade levels (primary and secondary).
- Ensure that materials are searchable and organized by primary topic groups. In specific, adhere to the Reference Book proposed material organization, under social and livelihood relevant topics.
Establish a sustainable mechanism for development partners and MoEYS departments to share new resources with DDT for subsequent uploading
8. Requirements:
- At least a bachelor’s degree in IT is required, preferably a Masters
- At least 2 years’ experience of digital documents into systems
- Previous Experience of working or IT specialist/expert highly advantageous
- Experience of working or IT specialist for the Education sector in Cambodia highly desirable
- Experience of working with private sector and Moeys or DDT with Sala digital (Moeys Website)
9. Payment:
The payment will be made as three 1. Sign Contract, pay 20% 2. Complete deliverables 60%, pay 50% and 3. Complete deliverables 40% pay 30%.
