Kampuchea Action to Promote Education (KAPE), a local NGO based in Kampong Cham, seeks one (1) National Candidate to fill the full-time position of ICT Coordinator for NGS/MOEYS Project, based in Phnom Penh. KAPE is a well-established NGO working across Cambodia to develop the capacity of schools and communities to fulfill the right of every child to a good quality education. The position will be placed in Cambodia’s New Generation School Program supported by MoEYS and MoEF. The candidate should have excellent knowledge of ICT integration in education, emerging technologies (AI, VR, AR, Metaverse), teacher training, digital pedagogy, and school management.

Job Duties/Responsibility

Technical

• Identify opportunities to integrate ICT and emerging technologies (AI, VR, AR, Metaverse) into the national curriculum (Grades 4-12) and collaborate with MoEYS’ Department of Digital Transformation to design and implement ICT curricula tailored to NGS schools.
• Review and update ICT training packages to promote Project-based Learning (PbL) and modern technologies.
• Conduct workshops for teachers and stakeholders on ICT tools, Digital Media and Information Literacy (DMIL), Microsoft Office, and emerging technologies.
• Provide technical support to teachers for integrating ICT into lesson plans, student materials, and classroom practice.
• Lead the ICT team in procurement, installation, and maintenance of ICT lab equipment (laptops, tablets, smart TVs, projectors) across all NGS sites.
• Oversee ICT operations and monitor effective use of resources, platforms, and emerging technologies.
• Drive educational software development (including AI-driven and Khmer-language tools), research funding opportunities, develop proposals, and oversee app developers.
• Research latest technological advancements and optimize hardware specifications for NGS schools and offices.
• Track teacher progress in ICT adoption, conduct classroom observations, and provide constructive feedback.
• Support the development of the NGS M&E system using ICT tools for data collection and reporting.
• Review national ICT and DMIL guidelines to ensure full compliance with MoEYS standards and Cambodia’s National Digital Education Strategy.
• Coordinate with the NGS Operations Manager, school principals, and other team leaders to align ICT initiatives with NGS workplans and operational guidelines.
• Maintain and update digital communication platforms (NGS website, Facebook page, Telegram channel) to promote program activities.
• Prepare technical reports, data, and documentation for donor reporting and internal monitoring.
• Provide assistance in school improvement planning as it relates to ICT infrastructure and digital transformation.

Requirements

• Bachelor’s degree in information technology, Education, or related field (master’s degree preferred).
• Minimum 2 years of experience in the education or ICT sector, with prior teaching, training, software development, or digital platform management experience.
• Strong technical proficiency in Microsoft Office, educational software, ICT lab management, app development, emerging technologies (AI, VR, AR, Metaverse), and M&E tools.
• Problem-solving ability, strong analytical skills, creativity, and excellent report-writing skills.
• Dynamic, proactive, flexible, self-directed, and results-oriented with the ability to learn new skills quickly.
• Proficiency in English is considered an advantage.
• Familiarity with MoEYS policies, NGS frameworks, and Khmer-language educational software is highly desirable.

The salary scale will range from 3,000,000Riel – 3,400,000Riel based on the previous background and experience.
