Mr. Heang Koy resides in the Prey Toteung village, Chrey Vien commune, Prey Chhor district, Kampong Cham province. He served in the army as an armed propaganda group (Kampong Cham Provincial Operations Team) from 1979 to 1983. He was the Deputy Director of the Training and Recreation Office of Kampong Cham Provincial Police from 1983 to 2015. He has retired since 2015. Mr. Heang Koy is the founder of Spien Organization since 1992. He is now the Chairman of the Spien Organization and Vice Chairman of the Christian KEC Committee in Cambodia and Pastor of the Christian Church.
