Monitoring Evaluation and Learning (MEL) Manager and Project Finance Chief

Kampuchea Action to Promote Education, a national NGO based in Kampong Cham and Phnom Penh, seeks qualified candidates who are Cambodian Nationals as the Monitoring Evaluation and Learning (MEL) Manager (01 position) and Project Finance Chief (01 position) in a USAID supported project called Bridging Educational Solution for Transformation (BEST). The project is being implemented in 3 provinces, including Kampong Cham, Kratie, and Tbaung Khmum and will end in October 2027. Advertised positions will be based in Phnom Penh. The MEL Manager will provide assistance to the BEST Team for the formulation of MEL Planning documents following USAID guidelines as well as monitoring activities, data collection, and analysis for project indicators, while the Finance Chief will provide financial management support for all project transactions following USAID rules and regulations.  

 

Main Duties:

Requirements:

Monitoring Evaluation and Learning (MEL) Manager

Salary Range:

3,600,000Riel - 4,000,000Riel
  1. Develop indicators for project performance collaboratively with key team members
  2. Develop MEL planning documents that follow USAID rules and guidelines
  3. Conduct monitoring visits and administer surveys/data collection activities to assess performance of agreed indicators
  4. Analyze data relating to project performance
  5. Assist CoP in developing reporting documents for the donor based on indicator compliance
  • Master’s degree in social science, statistics, or other relevant field
  • Minimum of 5 years of experience developing and implementing M&E plans for donor-funded projects, preferably USAID-funded projects
  • Experience with data management, assessment, survey design, and research, preferably in primary education
  • Technical skills in quantitative and qualitative data analysis
  • Excellent command of English language and excellent written and oral communication skills

Project Finance Chief

Salary Range:

3,600,000Riel - 4,000,000Riel
  1. Manage and record all financial transactions in the project
  2. Become fully familiar with USAID financial management requirements and manage project accounts accordingly.
  3. Generate financial reports for the Chief of Party and the KAPE Main Finance Office
  4. Support yearly audits of all project accounts
  • Master’s degree in accounting
  • Minimum of 5 years of experience in financial management
  • Highly skilled in using Quickbook and other accounting software
  • Excellent command of English language and excellent written and oral communication skills
